The IQA Program Specialist of the UNESCO Education Policy Planning Institute Gave a Lecture in Institute of Education

At 915a.m. on April 22, 2016, Dr. Christian Ganseuer, the IQA program specialist ofthe UNESCO Education Policy Planning Institute and the executive director ofHigher Education Development and Quality Improvement Center of Duisburg-EthenUniversity, Germany, gave a academic lecture entitled “Pushing the TeachingQuality: Factors of Success, Limitations and Chances of Internal QualityAssurance”. The lecture was chaired by Prof. SHI Qiuheng, vice dean ofInstitute of Education. Prof. BIE Dunrong, Prof. XIE Zuoxu, Prof.ZhAO Yezhu, Associate Prof. QING Hongxia, Associate Prof. WU Wei, AssociateProf. GUO Jianpeng, Associate Prof. LIAN Jinjun, Assistant Prof. LI Guoqiang,other teachers and students participated in the lecture.


Dr. Christian Ganseuer's lectureconsists of eight parts: 1. To achieve teaching excellence: teaching andlearning development, the task of institutional performance assessment; 2.Quality assurance makes contribution to the achievement of teaching excellence;3. Why internal quality assurance is necessary; 4 How to develop framework ofinternal quality assurance; 5. Typical formation mechanism of  internal organization quality assurance; 6.Opportunity: quality culture; 7. Limitations; 8. Critical success factors.


First of all, Dr. Christian Ganseuerintroduced how to implement teaching development, and talked about activityareas of teaching and learning, including quality assurance, teacher-studentrelationship, higher education teaching method, improvement of teachingenvironment, project evaluation and redesign, extracurricular activities and soon. He also explained how German government allocated funds to promote thedevelopment of teaching and learning with the example of Germany and listed thetrend of internal development of German’s organizations.Secondly, Dr. ChristianGanseuer defined that the quality assurance of higher education was to ensurethe investment, process and output of the higher education to meet theexpectation of stakeholders and he introduced the present definition ofinternal and external assurance which he did not totally recognize, qualityculture and organization culture structure. And then, he proposed a series ofmeasures to develop an internal quality assurance structure, including drawingup relevant policy documents, making development plans of quality assurance andimplementing strategic budget for quality assurance measures. He believed thatthe challenge we face today is that internal quality assurance could provide aframework and reflection space, and he advocated continuous reflection, whichitself does not improve teaching. In the end, Dr. Christian Ganseuer clearlypointed out that the main factors influencing the success of the assurancemechanism: related policies, sustainable leadership commitments, core values,sustainable resources, capacity building and quality-based incentivemechanisms.


At the end of the lecture, severalteachers put forward their own views and problems on assurance mechanism andthe teachers quality. Students present also seized the opportunity to consultDr. Christian Ganseuer. The atmosphere is quite active. After the Q&A,Prof. SHI Qiuheng highly appreciated the lecture and thanked Dr. ChristianGanseuer for his sharing.


Dr. Christian Ganseuer's lecture haspromoted the understanding of solutions, limitations, influencing factors ofimproving teaching quality and the development of teaching and learning inGermany, which has led us to think more about the quality assurance of teachersin our country.
